The nation's impressive new Art Museum of West Africa (Mowaa) has found itself in the crosshairs of local power politics during the week it was expected to – but failed – to begin operations to the public for the initial occasion.

The Grand Vision

The 15-acre campus stands in the center of the Edo state capital, capital of the southern area of Edo – and features an historical dig and structures designed by high-profile British-Ghanaian architect Sir David Adjaye, most famous for the Washington African American Museum that was inaugurated in Washington in 2016.

It has been five years in the making – and is envisioned to honor both the heritage and the current era of creativity in the area renowned for the Benin Bronzes, artworks taken from the royal palace by UK forces in the 19th Century.

Preparation and Promise

It is notable – and before the planned opening, Mowaa was energetic with workers determined to demonstrate it is a venue that can rival established art institutions in the West.

Within art restorers precisely unwrapped cultural items from secure wrapping, inspecting each item and taking detailed notes before arranging them on display surfaces and bases.

Technicians adjusted environmental controls. In the scientific facility, personnel set up devices intended to maintain centuries-old objects.

Funding and Economic Goals

The initiative has been the brainchild of entrepreneur Phillip Ihenacho – presently Mowaa's managing director.

"I want us to have a major economic impact on local residents in the vicinity," he explained to journalists, noting that he hoped to make this urban center "an arts hub."

Mowaa, a non-profit local organization, sees itself generating over 30,000 work positions and providing more than $80m annually to the regional creative economy through collaborations and events.

Investment and Administrative Problems

It has required $25m to reach this point – capital raised from various donors, featuring the European governments, the British Museum and the regional authorities.

But at present the local government has pulled the rug from below it – terminating the use of the property on which the facility was constructed.

An Edo state spokesperson explained this was because in the early agreements it had called itself EMOWAA – and it had later dropped "Edo" from its name.

Unrest and Official Response

This statement was preceded by protests on Sunday, when activists entered the facility insisting it be designated the Museum of the Benin Kingdom.

A rowdy crowd confronted overseas dignitaries at the museum ahead of the launch – forcing them to be hurried away under official guard.

Head of state Bola Tinubu has also become involved to try and resolve the dispute, establishing a high-level committee to do some damage control.

Administrative Challenges

But how has this turned into so politicised – and such a PR disaster?

A great deal of it results from local power struggles at a regional government level, as it was the former state leader Godwin Obaseki – whose governance finished last year – who was a primary advocate of the initiative.

And it seems the government of the current leader, a close ally of the local traditional ruler, referred to as the royal figure, may want more of a stake in the initiative. The activists on the weekend, for case, were calling for that the facility be put under the control of the royal leader.

The Cultural Artifacts Debate

This emphasizes the disputed topic of the Benin Bronzes, one of the continent's most celebrated historical legacy.

Because though the museum does eventually welcome visitors, these artifacts will be clearly not present.

They are metal, elephant tusk and timber carvings that once adorned the monarch's home of the Benin Kingdom before British soldiers took them in 1897 during a colonial invasion.

Currently, many remain distributed across galleries in Europe and North America -- featuring the London museum, Berlin's Humboldt Forum and the New York institution.

Return Initiatives

Their repatriation has become one of the most debated conversations in the worldwide cultural sector. Roughly 150 have now come back – and more are due to follow.

When ideas for the museum in Benin City were initially revealed in the pre-pandemic era, the influential figures on Nigeria's art scene anticipated it would become their ideal location – a modern facility to display them to the global audience.

But the waters were muddied some time back after the national authorities announced that the Oba would be the proper guardian of returned objects – and the monarch's court advocated for a institution under the monarch's supervision, against the desires of Obaseki.
