Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are conducted: positive announcements are released from multiple capitals. Significant resources is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to engage hostile cruise missiles flew past – modern combat jets provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems activated: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, most likely delivered by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: perhaps the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.
Continuous Dangers
Not long after, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, devastation and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's vital need on Western support – a dependence that neighboring countries are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The 28-point plan from American leadership sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new approach from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This pattern will, no doubt, persist.
Strategic Calculations
It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. American leadership works based on a premise understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration assumes that it is unfeasible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, US leadership does nothing to prevent Kremlin actions, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until situations evolve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their focus does not switch to domestic problems. And although their mission will now be much harder after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Assessment and Future
It took a mere seven days to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, current information leaks, all achieved their purpose.
While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
